This URL will NOT work over the internet. The subnet 192.168.x.x is reserved as a private address for local networks. You can find info on this in rfc1918 (Address Allocation for Private Internets) at


The Internet Assigned Numbers Authority (IANA) has reserved the
following three blocks of the IP address space for private internets: - (10/8 prefix) - (172.16/12 prefix) - (192.168/16 prefix)

For instance, if you will be using several machines on your internet connection at your home, you will often get a router from your isp which uses a single routable public internet address and assigns each of the local machines a private address in the 192.168 subnet. When a local machine talks to the internet, the router remaps the 192.168 private subnet address to the single public internet address which can be sent over the internet and remaps the responses to the local machine that sent them.

Hospitals often use the subnet for all of their computers so that they cannot be accessed from the internet unless the local machine makes a request over the internet which is remapped to a non-private address as described in the previous paragraph. Their computers can initiate talks to each other using the private subnet address but no one on the internet can initiate a connection with them using their subnet address. If they want a machine in the subnet to accept connections from the internet (for example to act as a web server), they must configure the router to send requests it receives on particular ports on it's public internet address to a particular machine in the subnet.
